Spill Prevention, Control, and Countermeasures

When oil is spilled, it can endanger public health and the environment, as well as cost millions of dollars in clean up and disposal. To prevent oil contamination of navigable waterways and adjoining shorelines, the U.S. Environmental Protection Agency created the Spill Prevention, Control, and Countermeasure rule.
