Project Management: The Standing Plan

Organizations plan at three levels; the broadest level, strategic plans, give us a big picture perspective. In order to move those into action, we have Tactical Plans, which is taking the big picture and breaking it apart into categories, and big implementation areas, and allows us to start the process of taking them into action. But then, how do we move these tactical plans and make results happen?
